Measurement Standards

The National Measurement Laboratory (NML) is one of our main projects. It aims to establish, maintain, and disseminate national measurement standards. Over 110 national standards in 15 fields such as in Dimension, Electricity, Temperature, and Pressure have been established which satisfy domestic demands for primary calibration.

In 2002, our country was accepted as an Associate to CGPM and CMS/ITRI thus joined as a signatory of CIPM MRA. To assure traceability and maintain global uniformity, CMS' calibration and measurement capabilities have been published in the Appendix C of the BIPM key comparison database, including the fields of Acoustics, Ultrasound, Vibration (AUV), Electricity and Magnetism (EM), Length (L),Mass and related Quantities (M), Photometry and Radiometry (PR). This means that the calibration and measurement certificates issued by CMS are accepted worldwide. It is a key factor for economic growth and technology development in today's global economy.

Besides the establishment of primary standards, CMS has developed advanced research projects to support the hi-tech industry, such as Optical Frequency Comb Technology, Sub-Micro Newton Force Standards, Electromagnetic Field Strength Measurement Technology, and Nanometrology. The industry standards of Thin Films, Line Width, Surface Resistance, and Microwave Material Characteristics have been established to shorten traceability chain for the semi-conductor and flat panel display industries. Further standards for flat panel display are now under construction, and standards for Energy Saving and Biomedical products will be established next to meet future demand.

Precision Instrumentation

CMS has been devoting itself to the research of instrumentation technologies for years, focusing recently on the development of micro-/nano- inspection and automatic optical inspection (AOI), especially for LCD, LED, PCB, and IC industry applications.

In the area of micro-/nano- inspection, CMS has developed Atomic Force Microscope, White-Light Interferometric Microscope, Two-Dimensional Optical Encoder, and so on. The design of CMS's Atomic Force Microscope, for example, is a unique instrument with the features of scanning probe, interferometry, and thin-film mechanical property characterizing. It has achieved a ratio of 80% usage at the nanotech research centers of domestic universities.

In the area of automatic optical inspection, CMS has built Lithography Overlay Metrology for IC industry; the FPC Inspection System and the Phase-shifting 3D Inspection System for PCB industry; the Spectral Camera Technology for LED/LCD industries; and for FPD industry, the LCD Backlight Defect Inspection System and Liquid Crystal Display Module Optical Characterization System. In 2004, CMS led the formation of the AOI Equipment Alliance to strengthen the communication between upstream and downstream industries. It is a platform for members to expedite their development of self-brand products and technology.

Legal Metrology and Medical Metrology

Measurement now has a wide range of applications to ensure the Government's credibility, to safeguard living conditions, and to promote healthcare in general publics. The inspection of radar speed detectors and alcohol breathalyzers, and the drafting of regulations for Waste Gas Discharging and Non-invasive Automatic Sphygmomanometer are measurement works that support Government's credibility.

The timely development of ear thermometer calibrators and thermal imagers during the spread of Severe Acute Respiratory Syndrome (SARS) provided handy calibration devices to help officials contain the epidemic. Another example is the NanoMark program, which certifies products labeled as ' Nano-' not only contain nano-scale materials but also offer new/advanced functions. Moreover, CMS helps Taiwan Power Company and Chinese Petroleum Corp. to reduce the loss of electricity and petroleum by precision flow measurement, and helps Taiwan Semiconductor Manufacturing Company to evaluate its investment risks by providing vibration measurement data caused by the Taiwan High Speed Rail.

Besides, Smart Sticks, Auto CPR and Urine pH Testers are technologies developed to upgrade the quality of senior caring and healthy protection. The advanced research of Non-contact Personal Safety Protection Technology is another good example under going. It is a technology which transmits short pulses (~0.1ns) toward human body to detect electrophysiological signals of heart rate, breath, blood pressure, pulse wave, etc. Combing the wireless transmission, it can be applied to Remote Home Caring, Sentiment Measurement, Children Safety Protection and Mobile Safety to broaden the provision of medical caring and healthy management for a better future life.

The establishment of blood sugar concentration's standards with its measurement is a critical work in biomedical metrology.

As to electronic sphygmomanometer, CMS helps the Government to coordinate the related type approval certification laboratories of non-invasive automated sphygmomanometer and teaching hospitals to set up domestic testing system. Such doing will push the manufacturers and sellers paying most attention on products' manufacturing practices, then to safeguard living and medical conditions. As long as its technical practice (CNPA 16-2) is published and recognized with foreign government mutually, the trade barrier will be soon decreased and the competition be increased.

Medical Device Evaluation

CMS was accredited as a Third Party Reviewer of US FDA 510(k) for eligible medical devices and approved to conduct quality system inspections of medical device manufacturers under the FDA Medical Device User Fee and Modernization Act. CMS staffs have served as the chair of the Asian Harmonization Working Party Technical Committee, the member of the Global Harmonization Task Force, and expert observer of ISO.

Domestically, CMS is a medical device GMP inspection body designated by the Department of Health (DOH) and the third party reviewer of Class II IVD. We perform research projects commissioned by DOH in the areas of medical device regulation such as medical device GMP, reclassification of medical devices, guidelines for human cell/tissue based products and IVD devices. CMS is dedicated to coordinating the operations of the Asian Harmonization Working Party to promote communication on medical device regulatory systems between the R.O.C. and other Asian economies to promote international harmonization.

A Medical Device Testing & Evaluation Center is under construction. Besides the regulatory review and inspection, this center is expected to enhance the quality of domestic medical device by evaluation and certification.

Metrology Verification and Innovation Application

Combining technology and talent with precision equipment and complete operation systems, CMS provides a series of products and production process inspection services, including LED Optical & Electrical Verification, Chemistry Verification, Acoustics and Ultrasonics, and Zigbee Tester Verification System.

Every year, we complete over 30,000 calibration services for the domestic industry in Digital Home Appliances Inspection, LED Products Safety Regulation Testing, Noise Vibration Monitoring and Precision Instrument Calibration Service. A new Photovoltaics Testing and Inspection Lab is under construction in response to the requirement of IEC61215, UL1703 for products exported to Europe and the US . The calibration service business in precision instrument inspection has been transferred to CMS new venture, Measurement Technology Co., Ltd. since 2006.

In core technology research, CMS has successfully developed several innovations such as Ozone Test Cabinet, Ozone Traceable Standard and Verification System, and Certified Reference Material of Density in Liquid. Future research will include ultrasonic application products, solar battery and modules testing materials, fire-against partition materials, and more.
